Lols that made me laugh out really loud.

I guess the person who post it is refering to Windows XP Installation CD or something sort of that. Windows Live CD doesn't help you change or recover your account password at all

Yes, there is A boot disk you can use to change the password to anything you want. There are also other tutorials on the net that explain how to do this. One of the ways I found a bootable linux app that does the trick, try searching Google for a solution there are plenty. I will post the link once I find it. Some site with videos had these great tutorials on this.

install the window xp inside another drive of your hdd (e.g D:\ )and log into that.now browse inside c:\ drive and try to locate the file which holds the password and try to break it.this is the only way i can see.
