First of all how are you trying to get into safe mode are you clicking f8 and selecting safe mode. Does anything happen when it gets to safe mode.
Why do you want to go into safe mode?
What is wrong with your computer?
Please give me a more detailed description of the issue at hand such as what does it get up to before restarting and what is causing issues for you to not be starting up normally.
As it is hard to distinguish the problem at hand without some more information first.

I recently had the exact same problem. I don't remember why I needed to get into safe mode but the only way I could was with an old win 98 boot disk. That solved the problem for me.
Realmot's solution could actually work but won't be easy for the computer illiterate. It involves some time getting used to what commands you need to use to fix the current installation without ruining it.
