Default Can I use a Windows 7 upgrade disk to perform a clean install?

I have an HP computer that's currently running Windows Vista 64 bit with a lot of problems. It's because of this that I would like to do a clean install of Windows 7. However, I don't want to pay extra for the retail disk if I can buy the upgrade disk and use that. So my question is, as stated above, can I use the Windows 7 upgrade disk to perform a clean install?
Let me just once again specify, I'm already running Windows Vista Home Premium 64 bit planning to clean install Windows 7 Home Premium 64 bit.
