Best free Content Management System (CMS)

I would like to know the best free content management system (CMS) that is available on the internet. If anybody have suggestions then please leave your replies. The following are the criteria that it should meet.

Criteria
1. It should be able to work without database support.
2. Complete control of link management through a user interface.
3. Html editor included - Able to generate W3C compliant pages like XHTML 1 Strict.
4. Should be simple in use.
5. Should detect broken links and report it.

Prefered features (Not necessary)
1. CSS support
2. Good look and feel.
3. Support for MySQL database.

I am using Moodle Content Management System and before this I used Atutor. Being a good CMS, they have all the characteristic you need. just one, they all need to work with database. In fact, after all the CMS I had ever tried, The good CMS often need to work with database. I am not the expert so I just talk in my behalf. If any body can suggest the CMS, I would also like to try it

I agree that a good CMS needs a database for better working. For simplicity, I suggest Drupal. It has all the features you need but needs a database. If you are going for more professional, you could try out Joomla.

Both are under GPL license and the download links can be found easily by searching in any search engine.

I would suggest Joomla, it seems like the most developed free CMS available to me.

I really appreciate the suggestions made by the members. I had a chance to tryout a CMS from apache. The name is Lenya. It does not require database and works without a database. It’s available for download at apache.org. It’s pretty good but requires an Apache Tomcat Server. It also runs as a standalone with the Jetty servlet container. If any of you know about a better CMS that doesn’t require a database to run then please post your replies.

I would really love to introduce you to Joomla CMS at Joomla!.
Although the CMS is hard to understand and a little confusing to use AT FIRST, but after familiarizing with it's settings and all that, it became a piece of cake.

What's more, Joomla CMS is updated constantly and has an advanced text editor.
Also check out the thousands of extensions available for Joomla CMS at extensions.joomla.org

The CMS utilizes MySQL Database, but it shouldn't be much of a problem as the tables are easy to comprehend as well.

As you suggested I tried Joomla but I am far from satisfied. If you are beginner then it should be fine. But I want more control over layout and database. So Joomla doesn't help for an advanced user. Moreover I am looking for a CMS which can work offline too i.e. I should be able to develop and maintain my site on my local computer and should be able to upload the whole thing to the server. Neither Joomala or Drupal has this option.

joomla is third class cms. as it is complicated without any reason. you have to do a lot of chaos to do a simple modification.moreover it's totally seo unfriendly.

Worst. Joomla sucks really. I tried to put a news on a corner and it took me 3 hours to find out what that corner is called and where to paste the news. It has a low class documentation. Excessive complicated, plugins have so much version complications, uncompatible extensions pronlems etc.
