Why not SSL for free hosting?

I have read earlier postings stating that SSL for free hosting would jam server if everyone gets into SSL.

My suggestion would be, add some tag for enabling SSL for free hosting like:

1. Should be active on the free hosting for ______ months?
2. Should be actively participating in the Forums?

etc.. etc..

If given a thought I could come up with many more tags in this fashion

- SSL requires dedicated IP per domain
- SSL will place heavy burden on cpu because it require encryption.

Therefore, if a person wishes to pay for dedicated IP and SSL certificate, they should just move to paid hosting instead of hosting their site on free web hosting environment.
