why does my playstation 3 power up with the blue light on?

my playstation 3 powers up with the blue light on when a disc is present but the game is nowhere to be seen on the screen. What's wrong? cant even get a menu.
When i try to turn off the ps3 it will not turn off. ive tried holding down the power button and i hear the beeps bt the screen doesnt change and the console does not power down???

Do you mean you turn the PS3 on and nothing comes on the screen?
If so, when turning it on, hold the on button until you hear two beeps, then release. This should change your playstation's settings to match the TV you're using.
