Unhappy problem with framesets

I just recently added fixed-width to my site using an HTML table. Now I'm trying to make a frameset under my site's header and navigation bar. I have all the codes linking to the right pages, but nothing shows up! Is there any specific way the called pages are to be layed out? I didn't add <html> or <body> tags to them. The first line starts out with <div>. Can someone help me?

I got that working now with HTML, but now I need to show PHP files through the frameset. I have gotten HTML documents to work right, but I just get a white screen with PHP. Help!
