Almost all power supplies are of the same size and fits to all sorts of desktop cabinets. I think 700 watts is somewhat much high. A desktop PC, however high performance it is, will be fine with 500 or even 400Watts. I think the graphics card itself might have a cooling solution and there won't be any need of extra. If you are are so strict about it, place one or two extra fans. But, it might make system noisy...

I would suggest fans, and heat sinks for a relativly cheap way to go about cooling. Although if you are looking for something supreme so your system will have low temps, you will need a water cooling system... you can look these up on the net. Or you can just spend the money on getting a better video card or processor. I wouldn't suggest any low end nvidia card or processor for your needs.

As long as you keep the surroundings of the ATX cabinet clean and cool, I don't think that you will need a cooling kit. But, if you work with memory intensive applications for a long time, you will need an extra (or two) fan/heat sink. A water cooled system is an over kill. Suggested only for servers.
